A hollow behind the wall usually means soil is leaving through a gap below the waterline. Mark the spot and watch whether it grows after high tides or heavy rain.
A wall that tilts toward the water is often losing what holds it back. Measure the lean from a fixed point so you can tell whether it is getting worse.
After Hurricane Isaias, many owners found new cracks, washouts or missing cap sections. Photograph everything before cleanup and keep dated records for insurance and permits.

Usually you need an answer from both, even for a repair. Florida exempts restoring a seawall in its old spot, or up to 18 inches farther out, from a state environmental permit, but other rules still apply. They hit different shorelines. Michael in 2018 pushed St. Andrew Bay to 5.3 feet above mean higher high water (the average daily high) at the Panama City gauge, its record. NOAA Panama City top ten The Gulf pier at Panama City Beach saw 3.9 feet in the same storm. NOAA Panama City Beach top ten Isaias in October 2026 reversed that pattern. The pier reached 5.6 feet, second only to Opal in 1995, and the weather service reported seawall damage along the Bay County coast. Usually not. The standard NFIP flood policy excludes seawalls, bulkheads and docks. NFIP Dwelling Form FEMA describes a narrow possible exception when a wall directly supports the insured building’s foundation. SFIP commentary Gradual wear is another trap: Mexico Beach’s own insurer denied a city seawall claim as erosion and runoff over time. Public bids are the clearest local yardstick. In September 2026, Bay County’s vinyl seawall replacement at Ira Hutchinson Park, about 630 feet of new wall on a lake, drew 17 bids from $174,350 to about $998,000. Yes. Bay County’s Coastal Construction Control Line (CCCL, the state’s beach permitting line) runs along the Gulf beaches, not St. Andrew Bay. Rule 62B-26.024 Seaward of it, a seawall repair does not get the usual repair exemption. s. 161.053(11)(a) New armoring is allowed only for eligible structures that are vulnerable to waves or erosion. Rule 62B-33.0051 Bay and canal walls go through environmental, submerged-land and Corps reviews instead. See Gulf-front armoring.
Probably not a new vertical one. Gulf County’s comprehensive plan prohibits new vertical seawalls in coastal areas and encourages native vegetation and riprap instead. Gulf County Policy 1.4.5 The only carve-out covers emergency protection on the critically eroding St. Joseph Peninsula stretch, and only if state and federal agencies permit it. Gulf County Objective 1.9 Start with the Gulf County guide.
In unincorporated Bay County, plan on it. The county’s dock and seawall submittal, Form B36, asks for engineered design specifications for the seawall. Bay County Form B36 In Panama City Beach’s V and Coastal A flood zones, a registered design professional must also show that a seawall will not push floodwater or waves onto neighbors.
